Is it possible to have a Russian E-mail extent ending, and live in the Ukraine?

Hello...I'm in contact with some lady who says that she is in the Ukraine as a resident and has a job. I have her E-Mail address, "***.ru" This means that she is in Russia right? Is it possible to have a Russian E-mail extent ending, and live in the Ukraine? I'm just don't know that part of the world, thank you in advance for any answers...Scott REV 18
