В таком случае человек (или женщина) должен спасти ребенка, который имеет наибольшие шансы на спасение, то переходите к следующему ребенку (или просто попробуйте сохранить оба в то же время).
Pun not intended, but the drowning children makes a shallow analogy. In such case the man (or woman) should save the child who has the greatest chance to be saved, then proceed to the next child (or simply try saving both of them at the same time).
