My feeling is that the man should travel to the woman first. It is therefore more comfortable for her in her own surroundings and a chance for the man to meet the family and friends. It will also eliminate the worry of a man paying for a woman he does not know so well and have her arrive just for the free vacation. Same thing with a neutral site. Safer for the woman, safer for the man in the end.
